What people don't realize is it is the ADMINSTRATOR's JOB AND

Have you ever seen what happens when an administrator does eliminate
incompetence? It's an extreme process and when it does happen, the
administrator takes some real bashing from the teaching corps. It's almost
as if other teachers fear justified criticism of incompetent teachers could
come back to haunt them for being critical, or to tolerate teacher targeting
perhaps opens the possibility for criticism directed at them. That's
probably why it so seldom happens when it should. A teacher has to break a
law for unquestioned dismissal. I don't know about anyone else, but I
wouldn't be a principal for any money. Linda K.
