The scraped chalk for marbling reminds me that I used to do it with powdered
tempera (which was on some dusty old shelf,serving no other purpose) which I
mixed into turpentine and had kids spoon it onto the water in a basin. This
solves the sink to the bottom problem you get w/ scraped chalk. The results
were good, but to solve the smudged surface problem, I'd recommend laminating,
if you have access to a laminating machine. BTW, that's what I do to all my
elem. level chalk and pastel work- the results are wonderful, if you've never
tried it, that sheen really cleans up the work and preserves it too.
