Since we are a small school (100/class), it is difficult to schedule art at
all, let alone a prerequisite such as this

Ideas:

Develop classes that incorporate Art with English or History or Computer or
Math

Start school one hour earlier
Have early school or after school classes.

Parents ask for fine art classes

Only have block classes two days a week
Seven class schedule three days a week.

Create a six or seven day school week cycle.
