The material the kiln is made of, along with the size of the firing
chamber, hole for the burner and damper opening all have an effect on the
kiln's ability to reach temperature. What are the specs on this kiln? 


Try closing down the damper opening. If you are using a venturi burner
you should be able to adjust it to allow more air to burnable to increase
the heat from the burner.
