Paint software

Hi everyone!
I'm new to this. I hope that someone can help me. I am in desperate need of a
paint software program that I can use with high school students. I used to
use Aldus Superpaint but they don't make it anymore and the tech person at my
school goes strictly by the letter of the law and refuses to put on more than
one machine.
         Problems:
                 1. I work at a small private school and don't have a big
budget.
                 2. I need to be able to buy a site license for at least 15
machines.
                 3. I can't seem to find a software program that will work
for me. Kidpix is just too juvenile for high school kids plus I want to be
able to scan and manipulate the things we scan and I don't think that Kidpix
will allow that. Photoshop is just too expensive plus it has more bells and
whistles than my students need. Same for Adobe Illustrator. I thought I had a
line on something by Corel but I need to use it on Macs.
                 Anybody have any suggestions? I tried searching the Web but
spent 2-3 days wandering without much to show for it.
