A few years ago, The Engler Block (a fine crafts store) had a pair of
artists doing a huge sand sculpture. I remember hearing at the time that
it was a carefully measured mixture of very fine sand and clay. They didn't
give the proportions--but a little experimenting should give you a starting
point.

I would think that the white glue would work too.
