I think creativity means using available "resources", or seeking out and
using new resources, in a novel way to obtain results that provide some
kind of benefit. I can't think of examples for politicians (although we
all know one who has used a cigar in a novel way), but a painter might
seek out new materials or new subject matter or try a new technique, and
a football coach might try a new play or move his players around into
novel positions, etc. I think the concept of creativity could follow a
uniform definition - how and what and where people become creative is
what varies.
