paint recipe

Can anyone help with a recipe for tempera that will enable it to cover foil
paper (not aluminum foil), then be used for scratch art? I tried the
"recipe" I use when we're covering crayon - add a little dish detergent to
the black tempera - , and it covered the paper adequately, but when I tried
scratching it, it flaked in some spots. It was difficult to get a clean
line. Black over gold or bronze paper would make a wonderful base for an
Egyptian inspired drawing. With black over a patchwork of cool colors, a
simple winter landscape would be stunning. I think. So far it's only
flakey.
Any suggestions?
