Dear Neal--I went to an exhibit in Baltimore where local student work
was shown all year with various exhibitors and schools changing perhaps
monthly. THe frames were professional, metal ones with white mats ready
to receive a 12x18" piece. They were permanently attached to the wall
and hinged so that you could open them and change the work. They looked
wonderful. I'm not sure if you could lock them somehow--I would expect
so since this was a public area, but I'm not sure how.
Perhaps you could get some local businesses or art supporters or PTA
or fundraising to help you with the initial costs. Also you could do
the garage sale thing and get your building maintenance guys to help.
I have often considered this since I work in a jr. hi and kids tend
to deface work that is out in the halls, but I have never gotten off
the dime. Sid
