In England we pay for all our local calls and hence for Internet
usage. It is a main ingredient in total costs.

It has always struck me as a unique benefit of being American that you
don;t have to pay for local cll charges. It seems to me there is some
sense in covering marginal costs, otherwise users will over-consume.
