It is hard to be "specific" as there are many factors involved.
Salary - the same salary as any other starting teacher for that district.
Salaries can vary widely from one district to the next, as well as how much
time the district allows teachers with experience to carry over into the new
position (new teacher vs experienced teachers)
Cost of benefits - again, this varies from district to district
Supplies - depends on the grade level/# of students/mediums taught (grade
school programs are much cheaper to supply than high school programs/$$$ per
student varies depending on the district/the mediums you plan to teach
greatly alter your budget.

In my area, beginning art teachers make between $32,000 - $35,000. We don't
have many benefits (insurance through my district is astronomical due to the
small size of my school), but it is the same for all teachers. My budget for
approximately 250 students, grades 3-12 is $1240, with my high school
students paying a $15 per semester art fee.

Can anyone either provide me with an answer or point me to where I could
find information on the following:

what it costs to have an art program in a school: specifically...

a ballpark figure regarding the salary of a full time art teacher
cost of benefits
cost of supplies, etc.
