In terms of domestic hiring, here's what I did many years ago and landed three interviews that hadn't been advertised.
I got a map of the state in which I live and drew a circle that had my residence in the middle and was wide enough to the constraints of how far I was willing to travel. I went to my state's education department and got the names and addresses of all the Superintendents of schools in the districts that the circle encompassed. I then sent out resumes to all of those Boards of Educations. Essentially I was in the mix for those positions that were coming up, or were unexpected (like child rearing/bearing leave), and landed three interviews. I have to say that art teaching jobs are hard to come by mainly because we all love what we do, and the burnout rate is less than other teachers (or so I have found in my experience). All of my art teacher friends stayed in one position for over 35 years. And since art teachers are generally few compared to other disciplines in a school district, the openings are scarce.
