Hi Heather,
Here in New Brunswick, Canada, we have a similar situation to the one
you describe, only in our case, it rests with the French Immersion
programs in our public schools. Since NB is a bilingual province (the
only official one in Canada) we are mandated to provide immersion
classes at all levels. This has deeply divided school communities.
Students in French Immersion are streamed into these classes and
although the official line is that they are for everyone, in reality
mainly the higher achieving students take immersion leaving "core"
English classes (core refers to the basic French non-immersion
students take) without the "upper bar" as you say. This is a very big
problem in our schools. Discipline problems have increased and test
scores in this province are low. We all want our students to be
bilingual, but we have not yet found the best way to do so.
