I have several students who are making F's on their progress reports.
I never give a failing grade to a completed project, however awful it is. I give F's for excessive absences (I have students who have missed more than half of their days this semester, with no attempt at making up work.
I also give F's to students who simply do not participate, or who never finish their work.
