Arizona . . . Also, I forgot to mention that I was trained that standards grades are not meant to be averaged either. For example, if someone was performing unsatisfactory work at the beginning of the grading period, then progressed later on, the final grade would be progressing, because that's where the student was at the end of the grading period. And, as someone mentioned earlier, there are no lower grades for unfinished or missed work, only grades on what students actually can do . . . of course, the effort grade could reflect the unfinished or missed work.
The district in which I work now is just in the process of implementing a standards based report card, so it's not quite as polished as the district I came from (they went through several revisions in the three years that it has been in place). For example, the district I am in now does not use the same grading marks for arts as the other subjects. It uses plus, check and minus, with no effort grade, which I don't like nearly as much.
Also, a few other teachers in my new district do not understand that a standards based report card is applicable to art, not just "their" subjects. This led to a run in with a teacher who insisted that I grade her students only based on effort and behavior, because "that's how it's always been done". Nothing like coming in right when changes are taking place. The principal and director of fine arts, as well as the curriculum director, backed me, but I still don't know if the other teacher understood why/the meaning behind it.
