Weather is an issue. Talk to a local tile shop about materials that can
stand the weather.

I did something like this with 3rd graders. Each kid made a 6" square
design(like a quilt design). When the child had the pieces laid out, I
pressed a 6" square of clear contact paper over the colored side of the
tiles. This made the squares transportable and easy to assemble. We (a HS
student and I) adhered them to concrete stair risers, the first indoor set
leading into the main hall. After a day, we removed the contact paper and
grouted the mosaic. Tile cement and sanded grout came from Home Depot.
