    I've definitely had the same problems with cinderblock walls in my schools, and temperature changes. (If I'm really lucky when something falls it doesn't set off the motion alarms)
I agree with Linda, the Clear really sticking packing tape on the large rolls can be helpful (3M is worth the extra money). Hot glue is terribly temperature sensitive, when it comes to the cold.

    What if you mounted the work with the clear tape or rubber cement to long pieces of banner paper. Then hung them from the ceiling tiles (paper clips, and binder clips could hold the paper if you have those acoustic tiles with the metal framing).
I've also straight pinned thin paper work (mounted on a construction paper backer) to light fabric banner hung vertically from the ceiling.
    Just on the same subject of hanging artwork, our Youth Art Month show at the Department of Education Building, is hung with Velcro (tooth side only) on the back that sticks to the fabric office dividers all throughout the building. (very strong hold)

   After spending hours and hours putting up art on the windows of the office in our school, everything is falling off. The floor to ceiling windows separate the office from the lobby, so they are inside windows, however, the lobby is still quite cold (especially with NY's below zero temperatures lately), so maybe that has something to do with it. I have used lots of hot glue, masking tape and/or packing tape that I roll up in back of the art. NOTHING has worked, and after a few days everything falls off the windows. Does anyone have another suggestion to keep the 2-d work up on those darn windows? Thanks.....
