I'm guessing you make a paste with the starch and add some alcohol to
the tempera paint so it dries more quickly.
I tried the shaving cream marbling last semester and the results were
great. The shaving cream was cheap from Family Dollar store. We used
colored inks, but that would get expensive. Some guinea pigs tried some
old Dick Blick airbrush inks I had and don't use anymore, and those
worked well, too.
