It's not "dumbing down" it's differentiation.

how about if we propose excel up

Sooner or later the dumbing down will catch up with all of us

at least where I teach there is a comment that goes on the report card that
says this grade has been modified... not that means anything GPA wise, but
at least the teacher gets a little say
