(The following message is a mass e-mail communication to Texas public
school Fine Arts administrators from the Texas Education Agency
regarding statewide Fine Arts initiatives/projects. Because many
administrators serve multiple Fine Arts disciplines, duplications of
these messages may be received. Please provide correct name and e-mail
address if in error.)
TO THE FINE ARTS ADMINISTRATOR ADDRESSED:
As you are probably aware, President George W. Bush recently signed into
law new education federal legislation entitled the "No Child Left
Behind" Act. As stated in Title IX, Section 9101 (11) of this Act, core
academic subjects are defined as "English, reading or language arts,
mathematics, science, foreign languages, civics and government,
economics, arts, history, and geography."
This bipartisan legislation determines how the U. S. Department of
Education will support our nation's schools, students, and communities.
For the arts, an important section of the bill is "Assistance for Arts
Education" (Title V, Section 55). Arts advocates strived diligently to
ensure the inclusion of this section that enables the U. S. Department
of Education to support arts education in competitive grant programs.
As stated in "No Child Left Behind," the purposes of "Assistance for
Arts Education" are as follows:

as state educational agencies, local educational agencies, institutions
of higher education, museums or other cultural institutions, and any
other public or private agencies, institutions, or organizations. Funds
available under "Assistance for Arts Education" may be used for projects
that include:

You may access and review the "No Child Left Behind" Act and peruse the
specific sections that pertain to arts education mentioned above at
http://thomas.loc.gov/cgi-bin/cpquery/z?cp107:hr334.107. You are also
encouraged to pass on this important information to teachers,
administrators, parents, community members, and all other stakeholders
in education.
Thank you (and thanks to your teachers) for all that you do to support
quality fine arts education in Texas schools. Your outstanding work can
be directly attributed to this well-deserved and historic national
recognition of the arts as a core academic discipline. You have my best
wishes as we start the 2002 Spring semester. Please do not hesitate to
contact me if I can ever be of service to you.
