I believe it's because Manet's portrayal of a mythological figure utilized as a
model a notorious lady of the evening of his time. Her gaze is not coy like
Titian's Venus but more direct, almost challenging the viewer to be shocked.
His Dejeuner sur L'herbe was shocking because it showed not mythological figures,
but ordinary contemporary Parisians. I guess the audience could deal with nude
gods and goddesses, but not nudity in people who could be their neighbors.
