    When I was student teaching we used wooden scissor holders that clamped to
    the table with c clamps( clamps that look like a c). Two Peices of wood and
    a wing nut held the peices of wood that surrounded the scissors. the small
    peices were attached to a larger base (close together so the scissors were
    snug) so it could be clamped to the table. This tools leaves one handle of
    the scissors stabile while the other is free to move. This adaptation left
    one hand to hold the paper and the other could raise up one handle of the
    scissors and press down( like a lever) This works well if a student cannot
    hold a pair of scissors with one hand.
