this is a wild idea and it wouldn't work all the time, but....

First of all, lobby, lobby, lobby to get that schedule changed. Surely
there's something written somewhere with authority that will explain to
whomever makes the decisions that you can't do quality in 30 minutes.

Barring that....see if you can get the teachers to show a video tape of you
teaching to the concept to their kids before the lesson?? Yes, I know
you'd have to MAKE the tape, and that's no picnic...or, even use a canned
video presentation. There are some that aren't too awful. I know a lot of
teachers who would jump at the chance to show a video to the whole class
and extend that "planning time" by another 15 or 20 minutes. Maybe you
could get together with other teachers in the same boat, and share the
instructional videos? Gosh...we all ought to do a few and share them, huh?

I have used instructional videos of me teaching to use with subs. The way
I do it is to tape myself teaching it once by placing the camera on a file
cabinet. Then on days I have a planned absence, my week doesn't lose its
continuity.
