An official description???

"Youth Art Month is an annual observation each March to emphasize the
value of art education for all children and to encourage public support
for quality school art programs. The Crayon, Water Color and Craft
Institute, a non-profit association of leading manufacturers of school art
materials, in cooperation with the National Art Education Association,
created Children's Art Month in 1961 as a service to art educators and the
public."
