Question Re. Texas High School Art Program

If there are any Texas high school art teachers reading this, I have a
question that I could use some feedback on.

I teach at Liberty Hill High School, and just had several students
participate in the Region XIII VASE. Two of them are freshmen Art I
students who scored "4's" and qualify for an area letter-jacket-patch.
I approached my principal to inquire about the jackets, and he said that
the school has never had students earn patches for art, and that we'd
have to set up some type of standards or guidelines of achievement to
earn the jacket (which the school buys). I'd like to find out what
other schools require from their art students to earn a jacket.

I do recall a presentation at the TAEA conference in Ft. Worth in which
a Houston teacher mentioned that her freshmen get letter-jackets. Would
it be appropriate to award every student who earns a patch at the VASE a
jacket?

Any help or advise on this matter would be greatly appreciated.
