I am not completely sure you can do that. Then again maybe. I don't
recall if Illinois offers k-12 art ed or if it is k-5, 6-12. Your time in
the classroom may count towards your observation and clinical hours. I am
not sure you can get away with not taking particular courses. If memory
serves, special ed is a required course. (I used to live in Illinois and
looked into getting my license there.) My best bet is to talk to the state
board of ed. They will send you information on the process. I have the
number around here somewhere; I do know that they are on the internet. I
