    Hello,
    Where are you? I teach in Middle Tn. and our state laws and local board say
    that we may charge 4.00 per student (middle school) and if it is not paid we
    retain their report card until they do. For children who are on free lunch
    they can apply for a fee waiver, which they always get, but that means i
    fill out a form and the money comes from the state. i get 100% always. What
    i do for those who won't pay and aren't on fee waiver, i have them write a
    report on clay and present it to the class. You would be surprised how fast
    that money comes in.
