    I have heard wonderful things about Penn State and their art education
    program, also look in NY there are 2 state schools I know of that offer Art
    Education as an undergraduate program and a masters program. I went to
    Buffalo State College
    at http://www.buffalostate.edu/~aed/ This web site gives an overview of
    the programs.
    The other NY State school is New Paltz.
