Incomplete work

I would like some suggestions on how you handle incomplete studio work
for high school students. Particularly students who do a wonderful job
on what is complete but the project is not ready for presentation
because it is incomplete. I also give students till the end of a
grading period to finish work during spare time in class, take home if
responsible enough or approach me to do so, or come in before or after
school to work on it.
I am really frustrated with number of students who have a talent and
don't want to follow through with finishing anything. I usually give
them 65 to 75 because it is incomplete and students who do not have the
same talent but who do finish work receives higher grades. I fight this
battle all the time.
