I'm trying to do a paper wall mural of a city with Santa Claus overhead. I
cut
paper shapes but it lacks the idea of city. I know I could cut windows and

If you don't want to cut out windows, how about hanging black buildings,
(shapes) & then glue on yellow squares/rectangles for the windows. If you add
snow to the rooftops, that might work. Snow idea; polyester fiberfill or
cotton. Sprinkle with glitter.

P.S. I am doing anything I can think of, but study for finals. :(
