My district has NO elementary art program. No art teacher (or even an
arts resource person) is employed by the district. Artist-in-the-Schools
money is available for the schools to use but it is not publicized and I
have found many principals who do not even know it exists. Artists or art
teachers must apply for the program and are formally screened by a panel in
August. Principals must submit a formal proposal by November 1st,
proposals are reviewed and funds are awarded by December 15th. Art
instruction can't really begin until second semester. This year I will be
servicing two elementary schools and will work "off a cart." At one
school I will teach only the three fifth grade classes and will see them
once a week for four months. The other grades opted not to submit for the
money, even though its there for them to use.
Doesn't this seem like a tragedy? And you thought your district was poorly
staffed!
