I have had very good luck with Prang Professional colored pencils. They are very fat pencils like Kindergarten biggie crayons.

Even with the most expensive sets-(Prismacolor), you'll find the same problem.
I'm a colored pencil artist and the only thing that helps extend the life of the pencil is shaving it with an exacto knife instead of a sharpener. Of course that's not a possibility, except at the high school level, but I work at a private Christian school
and I don't have to worry about fights with a knife. Creatacolor makes a solid core "monolith"pencil and those are really expensive- but it solves the problem.
