In Pennsylvania, even those of us with "permanent" certifications are
subject to Act 48, which requires us to earn a certain number of
professional development hours every five years to keep current. We also
now have mandatory skills tests for teachers (reading and math) in selected
districts every year. It is supposed to be anonymous, the school uses the
data for professional development goals. I'm still not sure if art
specialists are going to be required to take it.
