I absolutely do not use washable tempera !! YUCK !!

I agree with Christine- washable tempera- a NO NO! But, rather than pushing
 someone in the office, I think you should take care of the exchange
yourself. Just call the customer service # and explain the situation. They will
give you a # for a UPS pick-up. Ask them to exchange the paint for the kind
you want. Maybe they made the mistake. If not, and there's a budget issue, I
would get less non-washable tempera in place of more of the washable, if
necessary.
