Hi,
 I would think that most public school Elementary programs, have a budget
for all of the supplies necessary. ( I always buy extra stuff for my
program) Boy will they ever be surprised if I leave. I have a lot of art
history books for kids, and art prints that are mine. Your figure of 3.50
per student sounds decent enough. You can make it go farther if YOU buy
the stuff and catch the sales. Buy in bulk, go in with other teachers in
your district.
It might be rough if you are starting from nothing to get all of the
basics the first year. Good metal rulers, brushes, scissors, referencef
prints and books.
