Mosaics are very old and you could look at Gothic Cathedrals for examples.
As far as the process I use old matt board painted with acrylics and the cut
into pieces with a large paper cutter. the squares are put into envelopes
and labeled for color.

The design is created as a stylized design that looks like it has lines going
through the picture. These lines are made with a marker so that it is wide
(1/4"). On a backing board that is colored (matt board or painted board)
transfer the design by tracing on both side of the thick line creating a
space between shapes. Glue the pieces of colored matt board with white glue
leaving a space between pieces. Gradations of colors and values can be made
quickly.

I have done this with high schoolers and they like it. It can be time
consuming but the results are very good.
