for free paper try printing companies...odd sizes but wonderful textures.
Newspaper often sell end rolls of newsprint (they might be persuaded to donate)
use brown paper bags or any paper bags
try a papermill..a local one around here is most generous

for free crayons ask your students to bring in old ones..many students get
a new box every year
ask your local chamber of commerce for any free pencils
try a country club for golf pencils
try welcome wagon for writing instruments

any art magazines
check your local art museum for leftover posters
