I was recently on a Illinois State Board of Education task force
developing standards in our fundamental learning areas, as part of the Fine
Arts team. We met many times and spent a lot of time developing standards and
then benchmarks for different grade levels. About 12 years ago the arts were
added to the fundamental learning areas, goals were written, and we were no
longer a "frill" (at least on paper!) I felt we had a document that would
really help people throughout the state understand, clearly, what students
were to KNOW and be able to DO (from the document!) at each grade level. We
had high hopes...
I have not seen the most recent incarnation of the document. I HAVE heard
that it has gone through numerous revisions, many of them due to
"controversial" language. The only "controversial" word I heard mentioned in
this regard for the arts document was "interpretation." I'm not sure what's
wrong with that word, but someone has a problem with it. The full document
for all the areas was supposed to come out in
January......March.......April.........and now I don't know when. The people
we worked with directly at the ISBE were excellent, however others seem to be
less concerned with what's good for education and students than with what's
politically expedient. I guess that's life in the real world, but it sure is
