I truly believe that decision makers (principals, stie councils, etc) don;t
know what it costs to deliver an art program. Every so often I have to
petition these folk to either keep my budget at the previous year's level
or increase it. When I started teaching in 1986 I was "given" $1.00 per
student. Many art teacher in my district are still given a $1.00 per
student. I did a breakdown report for my site council outlining what a
student receives in consumable materials for a $1.00. There were amazed,
but you must remember that for many teachers, expecially elementary
teachers supplies are only an issue at the end of the year (if the school
uses a "community chest" approach).
The bottom line is, I have the largest elementary per student budget
($1600 next year for 630 students) in the school district and I work at
