Everyone,
     This is an Urban Legend. In 1995 some college students were
concerned with possible cuts in funding for the arts. So they put
together this "petition". Since there is no way to authenticate the
signatures, the petition is worthless. If you really want to effect
funding for the arts, send real (snail mail) letters and get others to
do so. Snail mail takes and effort to send, so it gets more wait than
e-mail in the politicians' "minds".
