She needs to get a great summer job and a part time job next year during
school and she needs to apply to FAFSA for government loans. With a poor
family she should be eligible for loans, and perhaps added grants. You
can look into your community for additional aid--try to talk to banks, art
supply houses, art clubs, civic organizations, etc, but basically--it's
her turn to be responsible for herself. She may have to quit for a year
and work full time to save money. If she has a car, sell it. Be serious
about how important this is.
