There are a few programs that do this, I believe one is called web wacker.

If you use Internet Explorer in the file menu there is the Save As.. option.
If you select this option you will see a pull down menu called Format under
the file name. If you choose web archive the page will be saved with the
images. If you want to save pages that are linked to the page there is an
options choice that lets you save linked pages. Netscape does not offer this
option.
