I like Brian Pinkney's work....so I did some checking.

From one site:
Brian worked in watercolors until graduate school when a professor
introduced him to
scratchboard, a technique in which the artist paints the surface of the
paper black
and "scratches out" the illustration. Brian often adds color with oil paint.
He describes the process as "drawing, etching and sculpting all at the same
time."

From another site:
Pinkney's signature medium is scratchboard. A technique similar to
engraving, Pinkney starts with a white board that has been covered with
black ink. Scratching the board's black surface to reveal the white
underneath gives the picture depth and dimension. Pinkney then adds color by
painting the scratchboard with watercolor, oil paint or acrylic.

Here are a few of the ones I liked best.....

There are many images of book covers --but they don't give a large enough
view to figure out just how he does it.
