I have students tear strips of 2-3 values of blue paper to create water,
overlapping the layers. Then I give them a 1/2 sheet of white paper to
make sails for a clipper ship and brown for the ship shapes. They glue
this on light blue paper and it is almost always 100% successful for all
5th graders.

We student Homer and clipper ships beforehand, of course.
