How do you motivate Non-English speaking students?

I have several seconday art teachers who have requested help or ideas on
motivating non-English or limited English speaking students who are placed
in art classes by school counselors. Many of these students do not
request art class and seem reluctant to participate. Their skills may not
be equal to their classmates who have grown up with art in school.

These students come from all over the world but the majority are from
Mexico and Central America. Any suggestions you all could give will be
greatly appreciated.
