    Teachers can allow for art without specialists...it doesn't have to be a
    big deal. My kids here in Washington state never had an art specialist in
    their grade school years....too bad, really...but they still had use of
    art materials, for simple basic techniques such as crayon resist, sponge
    painting, collage, wire sculpture. But it is strange that she values art
    but doesn't VALUE ART.
